The New York Penal Law sections 245.00, 245.01, and 245.02 outline the state's stance on public decency, particularly addressing acts of public lewdness, exposure of a person, and promoting the exposure of a person. These laws serve as a guide for what is considered acceptable behavior in public spaces and the penalties for violations.
Public lewdness, classified as a Class B misdemeanor under Section 245.00, involves intentionally exposing one's intimate parts in a lewd manner in a public place. This could lead to imprisonment for up to three months and a fine of up to $500. The law aims to prevent acts that could be offensive or disturbing to the public.
Exposure of a person, as per Section 245.01, is considered a violation if an individual appears in a public place with their intimate parts exposed. This does not apply to breastfeeding or performances in plays or entertainment, provided local laws do not prohibit such exposure. The penalties for this violation can include up to 15 days in prison and a fine of up to $250.

However, New York City has been on a downward spiral since Mayor Guiliani left office in the early 2000s. The city if a haven for criminals and illegal immigrants. American residents are left to fend for themselves. The NYPD is useless and seem to just exist as uniformed decorations in the city like the redcoats in Windsor Castle or Queen's Guard.
According to a NY Post report, "Reports of pervs fondling themselves out in the open soared 51% through June 30, up to 378 complaints from 251 during the same period in 2023, according to NYPD data. Meanwhile cops issued 159 criminal summonses through June 30 citywide to New Yorkers whipping out their genitals — sometimes to urinate — a staggering 396% increase from the 32 tickets written in 2023, according to city data." The statistics are troubling indeed. Residents of Manhattan spoke to the NY Post voice their concerns that they are tired of seeing this public lewdness. They complain to local elected officials who ignore their complaints according to the residents.
Whether the issue is related to mental health problems, we cannot know for sure. However, what is interesting is that women are starting to become part of the statistics long held by men who often are the ones who are caught engaging in sexual lewdness. Moreover, since the pandemic, there are claims that the lockdowns triggered a lot of mental illness among NYC residents. We do not have the exact science for this to verify, but those are the claims being made by some mental health professionals.
In any event, New York City is now a criminal's personal carte blanche utopia. Anything goes as long as it is criminal and immoral. Cops are disrespected and even taunted when over two decades ago most people would not dare do this. Perhaps the NYPD earned this due to their many scandals with abusive cops. Nevertheless, the people who follow the rules, work, and try to stay alive are the ones who get caught in the middle with no one to turn to for help.
The Catholic catechism teaches that masturbation is a sin. It is not "normal" as some psychologists claim it is. Perhaps this rhetoric is what is bringing people to do it in public. If it is "normal," why not do it anywhere you want like eating or drinking? We need to do better. We need to elect better people. The Democrats today are lost. The Republicans are lost as well, but at least they take law enforcement a bit more seriously than Democrats. Perhaps New Yorkers got what they voted for. Only time will tell.
